TIC TIMOR I.P Introduces Unique Identification System to the Council of Minister

DILI, may 26, 2021 (TATOLI) – The Executive Director of the Information and Communication Technology Agency (TIC Timor), Roberto de Sousa Vicente, has introduced to the Council of Ministers about the integrated strategy for the implementation of an identification single system.

“This strategy will be implemented between 2021 and 2025, and the first registration is expected to take place in the fourth quarter of 2022 and at the end of 2025, with the registration of one million people, “said the Minister of the Presidency of the Council of Ministers, Fidélis Magalhães, at the Ministry of Finance today.

Magalhães stressed that the Unique Identification System for Citizens is part of the Public Administration Reform Program and constitutes the necessary basis to increase the quality of effective provision, the competence, and the planning of public services.

According to Magalhães, another objective is to improve the management and coordination of social policy, as well as to contribute to the structured construction of electronic governance in Timor-Leste.

He added that the Unique ID will use a minimum set of digital data establishing a digital identity, to which a randomly generated unique identification number will be assigned.

“This system has a minimum of biographical information, such as name, date, and place of birth, and this information is used only in case of need for proof of identity and compliance, whether for enrollment in government services and payments or opening a bank account,” he said. 

Likewise, he added that biometric information will be used, for citizens over 13 years of age, to guarantee and facilitate the secure authentication of a unique identity.
